The Libyan Higher Education Blueprint is conceived as a strategic document to be developed in the framework of the WHEEL project (WP2 - Institutional Building via Networking).

This document contains an overview of the current status of governance structures in Libyan HEIs, the main challenges to improving their governance systems, and recommendations on how to boost institutional change in those areas.
